We cannot tolerate the government which drives the wrong way. (Indiscriminate breeding of individuals) Animal Factory** the dogs of breeding farm We found a dog which didn't see sunlight once as we removed the floor cover. (living breeding dogs in a small cage in a lifetime) Unsold animals are not feeding and dying under apathy and negligence of owners. Owing to erroneous pet breeding industry and animal abuses at animal shelters managed by local governments, animal protection groups, animal welfare organizations and animal activists and advocates have to spend multi-million won to rescue and protect abandoned animals. Notwithstanding the current situation, the government, which must regulated indiscreet breeding of pet animals to promote welfare of animals, has fixed the pet breeding business as a governmental policy and will open a breeding center next week. It was reported that more than 1,000 animals are already sheltered at the center as of now. If we tolerate the government which does not care about current situation and wastes its administrative power in a wrong way, there will be no more hope left for us. We will not step back. Please make a protest. (Please make a protest!) Immediately terminate the government pet breeding center project! Several governmental agencies and local administrations including the Ministry for Food, Agriculture, Forestry and Fishery, the Rural Development Administration, the Gijang-gun Office and the Gijang Agricultureal Technology Center in Busan are preparing to open pet breeding centers to be open at the end of March. It is shameful that the administrations and public organizations which have to try to improve welfare of pet animals and to solve abandoned animal issues have been engaged in money-making business of pet breeding. While other foreign countries such as USA and Europe encourage animal sales business, they also actively promote adoption of abandoned animals. But Korea is running against the global trend. According to an announcement by the MIFAFF, the average number of abandoned animals reported to local agencies reaches 100 thousand. And animal protection groups estimated that around 700 thousand animals have been abandoned each year. It is preposterous that public agencies and organizations which should prepare appropriate policies to solve such serious abandoned animal issues are rather trying to engage in mass production of such pet animals. We have to ask the government that how much they know about the current status of pet breeding industry in Korea. Numerous pet animals are exploited in horrible environments and surplus animals not fit to sell have to finish their lives dreadfully or be consumed by people. To improve the chronic and serious animal abuse issues, what public agencies and organizations do until now? Almost 100 thousand abandoned animals rescued through reports to local administrations have to be perished without proper protection or treatment. Also, as rescue operations do not carried out during weekdays or holidays, emergency situations have to be handled separately by animal protection organizations or animal activists. The number of animals rescued in such ways is thousands per year. Each animal protection group or animal activist has to spend several hundred million won to rescue and treat abandoned animals without any support from the government. In this situation, the government tries to breed pet animals in a large scale with its pet breeding centers. Current animal protection law prohibits the sales of pet animals less then two month old, which has not be observed. And complaints and of pet buyers and conflicts with pet sellers have been serious social issues. Sales of pet animals on street or Internet are obviously illegal as they are selling unregistered animals, but public agencies and organizations stand by idly and watch such activities. Regulations on pet breeders and sellers consist of several facility-related requirements and several-hour training programs. But enforcement of such regulations has not been made properly until now. Even the training and qualification of public workers in charge of such operations is in question. Owing to prosperity of animal breeding industry in Korea, every body can have a pet animal without a fuss, and some irresponsible owners abandon their pet animals without remorse. The result is a vicious cycle of animal abandonment which wastes enormous financial resources of the government and citizens. This is the time that the government regulates the breeding business more strictly, encourages castration of pet animals and adoption of abandoned animals. The pet animal breeding project shall be terminated immediately.
