From what Krushna is saying, although Rahu is similar in nature to Saturn and Ketu is similar in nature to Mars, these planets are not involved directly when it comes to acting as Samdharmi to either Rahu or Ketu unless they are the rulers of either the nakshatra or the house that Rahu or Ketu resides in. And whatever planet that may happen to be, the one with the most points get preference as it is the stronger one. I had seen krushnaji in rectifying DasGuptas birth time used Rahu for comparing DasGupta and his fathers chart for finding heriditiary connection. That exchange between Krushnaji and DasGupta was very intersting. In that even Krushnaji has used the upagrahas. For timing what you have written is proper regarding Rahu and Ketu.
