Finding the correct birth time

I need some help in finding the correct birth time of

my father:

 

DOB: 19th Sep 1947

Place: Allahabad, UP

Time: (according to my grandfather's diary) - between

4:00 and 4:30 pm

 

Can someone please do this for me?

Let me know what other information is required.
