If you See the MF (Multiplication factor) in Lesson 26, you can see that Sa has power of 1.2 in Gemini and 1.2 in Virgo. Similarly, for Mercury, Mercury has power of 1.0 in Capricorn and 1.0 in Aquarius so its not less than 1.0. So this is also covered, again when we are going deeper into Quality of event.
