Will the dasha of such a planet trigger an malefic/ undesirable event for house B. So say shani is in 4th house with less points has less than 12 points for 7th house, wil shani antara lead to strained married life. Assuming there are afflictions present in the chart for 7th house Thanks Satish P.S. Its with less points in 4th house so its malefic for 4th house. Yes, we need to see the lord ship of Sa too. If its 6th lord then? Or if Sa is LoE and in House D with less points then it means something different. Full chart should be seen. But if we go by basics as per what you said, then if a planet has less power in the 7th house means at that time there might be some strain w.r.t 7th house matters, but we also need to see Venus too where it is placed and SD of Sa too. It will be clear with full chart. Just ask the person if he or she faced some strain, say if Sa is sd to 2nd lord too and power is less in 7th so that might give worries and 7th house related too so u must take judgement based on all factors.
