How to judge success in a Professional Project

Dear Members,

 

Due to my limited knowledge I am unable to process a querry raised by

my friend.

 

My friend is heading a Project and is working in Stuttgart, Germany.

The project is called 'Nano Committee' and he along with his 4

deputies are entrusted with a job of completing some Project related

to Nano technology. The project was officially started on 1st May,

2007. Till date very little progress has been made which was mainly

due to the incompetency of the 4 deputies who are not putting in

required efforts to complete the project. Next May i.e. May, 2009

there is going to be an interim evaluation of the Project. My friend

is totally worried whether he will be able to show something concrete

at that time.

 

May I request members how to proceed in the matter ?
