Holy spirit and Holy fire and Holy ghost . One of the blockages is in the refusal to honor some of the words of the Christ ie " These things I do you can do and more " etc. Christ wanted and wants people to come into this area. - my take - blessings. As far as the declaration goes please state your intentions. How you will use this and what you will do with and for it. And why.
