Understanding problem with a verse in bagavad gita

it says in 3.17 that ---"whose human life is one of self-realization, and who is satisfied in the self only, fully satiated — for him there is no duty."

 

Ok first of all...are there any fully realized people on the earth...and if so..why would he born here...wouldnt he/she be noble enuf 2 take birth in the upper planets? I appreaciate any knowledgable clarification on this...Hare Krishna ..Thank You

1) There are fully realised people on the earth

 

2) If they are born fully realised, they are here specifically to deliver fallen souls i.e. become spiritual masters and take people back to Godhead e.g. Prabhupada

 

3) Yes they would be noble enough, but they are so noble, so merciful, that they take birth here in order to help us out. Because without those fully realised souls we would not have a chance to go back to Godhead.
