He did so as Parasurama, Sri Rama and Sri Krishna (and other Avatars before). So, by stating a person is Avatar, YET that person had done nothing to change the society, muchless the world other than to talk, is clear proof that he is not what he had claimed. A lot of people had came, proclaim he is this and that ... both in Hindusm, Christianity and Islam itself. They are called False Prophets/Messangers/Avatars. In Gita, it is said that He will come and make the world new again. We didn't ask Him, He promised it Himself, therefore, we should wait and see if He keeps that promise or not, instead of believing people who comes and claim they are this and that. How could we know if it is Him or not? We will know ... the Faithful will always know because Seat of God lies in your Heart. And most of us cannot deny that religion is declining and adharma is supreme now. And furthermore none of this generation or the next would see Kalki coz that Avatar would only appear at the end of Kali which is some few houdred thousand years to go. Righteous men are seeking God now not some few hundred thousand years later. Being blind inside even if HE is walking along you, you would not reconize HIM because you're doubtful Thomas.
