Yes, if only the cow has died of natural causes, the hide of that cow can be used for leather shoes or apparels. Purposefully killing cow for leather is sin .

However, it is hard to know if the shoes are made using a slaughtered cow or non slaughtered cow. Therefore, a dharma conscious person would choose shows and othe things made from man-made material. sadhus traditionally wear woooden shoes - chAkhadis.

no one should use leather of slaughtered animals or he will take the karma exactly as he had killed them

 

it is not a tribal rule, it is for avoiding karma, karma affects everyone, not only hindus, vaishnavas, shaivites, buddhists and so on

I have leather shoes. I only keep one pair that I use everyday until it's old enough that I can't waer it but good enough to give to charity so you can walk in comfort. I don't know if the cow was killed for the leather. But leather is very tough and dependable so that's why I buy it. But I honor the cow all the same and don't eat beef.

I prefer to wear cloth shoes, as they breath naturally. And they are washable, light weight etc....

They call such shoes canvas shoes in India.... basically the top is made of a thick cloth with rubber and the bottom is a thick rubber.
