Theres no question that everything in this universe emanated from Lord Maha Vishnu and hence Shiva himself is a representation of Vishnu himself whose explicit function is destruction. I am curious about the 10 million hells part!! I dont think that is right. If that is the case then all these devotees of Shiva would ve been to hell, while its otherwise according to many stories in the puranas for eg : Varaha Purana, where there is the story of the King of Jambu Dweepa who attained a place in Shiva's world just because unknowingly he worshipped Shiva.
