Usually if 7 or 9 are mentioned, they are personifications of those aspects of cosciousness known as "chakras". There are at leats 3 distinct lists of 'em: one in Kubjika-tantras (set of 9), one in Kaula-tantras (set of 7 starting from DAkinI) and one in Lalita-sahasranama (set of 7 starting from sAkinI). 64 Yoginis (chatuHShaShTi) are dieties coming from 8 Bhairavas/Matrikas. They are specifically related to revelation of Kaula-vidya and are connected to 64 Agamas. There are 64 kalAs, which are commonly understood as "skills", but in fact are rather "emanations". Devi is called chatuHShaShTikalAmayI. Also sometimes Yoginis are listed as 10 (or 20, 22), according to the number of Mahavidyas - for example in Kokilarnava-tantram. In vaishnavism yoginis are called "gopi". The main mantra of Krishna says "gopIjanavallabhAya..." Female partner in vAmA-sAdhana is called yogini, as she gives sadhaka the true knowledge. That is why in kaula tradition jnana is said to come from Yogini-mukha. In some Tantras this Yogini-mukha is said to be the 6th, sectret and highest Face of Sadashiva. The one who is born out of kaula-maithuna, is called yogini-bhu (Shri Abhinavagupta was such). Approach depends on how U understand yoginis. In sattva U see them as powers of consciousness, in rajas as charming women, in tamas as evil spirits LOL. Definitely we can say that magic (improper usage of occult methods) is not advised. If to speak about yogini-sadhanas as prescribed by some occult tantras (such as Damaras), in that case yogini is a spiritual being, like yakshini etc. U may say angel :-). However if U see her as an energy of Chiti, consciousness, it'll be nearer to the truth. Anyway, this is too deap theme to go into now. The question was not concerned with this. What i may say: astrology, magic etc stuff is useless for our spiritual path per se. As Tantras say, "only Love saves". That yogini will give U sajj~nAna, whom U love and who loves U.
