While the term "new moon" refers to the first visible crescent, for the purposes of the Lunar calendar it is synonymous with the Dark Night or Amavasya. Therefore while it may be Guru Poornima on the 21st July 2005 in India, we should go by when it is the Full moon at our location. Per the lunar calendar available to the Mandir according to the location- San Francisco, it is the 20th July. So we will be celebrating the Guru Poornima on the 20th July. Also, since those in the Eastern Hemisphere are ahead time-wise, it is interesting to note that we will be celebrating the same day. ie 21st July in India is equivalent to 20th July here. Hope this helps. In a nutshell, if you want to be very accurate , it would be wise to look for a calendar specific to your location.
