It looks like a mudra of blessing, and also like a mudra which says "I surrender". Thank you for your time. Swamiji's response: It actually means a combination of both, plus one added ingredient. Samhara here is used is the sense of unite in oneness, and upa means near. We are calling the deities to assemble and unite near me in oneness.
