There have been many migrations of entire people and this wasn't always due to food shortage. Knowing some of the atrocities the Dutch imposed during the early years of colonizing Indonesia, my conclusion is that "Hitler's thoughts" were very much alive then, as they were in the times of the inquisition with its devices, invented for the sole purpose of torturing. Having been subjected to illegal interrogation myself, I can only say devices and methods have kept up with technology. The only periods of peace have been on the Indian subcontinent and invariably during a regime where the ruler was familiar with Ahimsa. Once I heard an interview of an archeologist who had written a dissertation on "life as a slave in ancient Rome" and this life was filled with more "well-being" than that of the average US worker but for obvious reasons it is kept out of all history books. In the long run, there isn't a choice but to globally adopt Ahimsa. Population is expanding, soil is eroding, climate isn't changing for the better and fossil fuel will become scarce.
