A friend of mine is interested in doing philosophic counseling, as in Lou Marinoff's book PLATO NOT PROZAC! APPLYING PHILOSOPHY TO EVERYDAY PROBLEMS. She attained to this exalted state via filling out a form on the internet! Perfectly legal, or so she says. While being an ordained minister doesn't necessarily provide any training, it can serve in lieu of licensing and certification. Hope this helps.
